Upgrade to runtime 1.21.10: Capacity-based vault revenue distribution

Interlay has made some updates to their InterBTC project, which is built on the Polkadot blockchain. Here's what's new:

• They added a way to distribute revenue based on the capacity of the vaults that hold the InterBTC tokens.
• They updated the Polkadot software they use to version 0.9.37.
• They also updated their Kintsugi software to the latest version, which might cause some changes to how things work.
