There was an issue with the referendum above as the script to feed the hash to create the proposal failed silently on not being able to fetch the wasm runtime for the upgrade. Hence, it provided an incorrect hash for the new runtime.
This proposal addresses this issue and sets the correct hash as in the release: https://github.com/interlay/interbtc/releases/tag/1.24.0
