Schedule Vault Rewards
The calls previously scheduled in the "Activate KINT Vault Rewards" proposal were accidentally removed during a previous runtime upgrade. Since we skipped the last expected emission (at block 3260805) the proposal will transfer those funds and schedule the remaining two emissions according to the original token distribution in the first whitepaper.
