**Summary**
We want to execute 2 proposals that failed due to invalid preimages but passed in referenda.

**Proposal**
We had 2 proposals from the community that moved to referenda and had passed via community votes (see details and links below). 
However, due to the indices having changed in the meantime, the preimages failed. 

This proposal is a fast track execution of the 2 proposals listed below:
1. Recovery of funds impacted by the unsupported Bitcoin version - https://kintsugi.subsquare.io/democracy/referendum/41
2. Raise the Griefing Collateral for Issue requests to 0.5% - https://kintsugi.subsquare.io/democracy/referendum/44

Also, I request that the proposal be fast tracked as the 2 mentioned proposals have already gone through referenda and both had passed.
