Proposal 94 https://kintsugi.subsquare.io/democracy/proposal/94 does not contain a preimage. As referendum #90 https://kintsugi.subsquare.io/democracy/referendum/90 confirmed, we should not allow proposals to be made without a preimage, this proposal seeks to remove proposal #94.
This is a workaround for now as a runtime upgrade will have to made to disallow making proposals without a preimage in the first place.
