Increase LKSM/KBTC SystemCollateralCeiling to 55,000

Currently the Collateral Ceiling for LKSM/KBTC is 38,000 LKSM and the ceiling is reached.

This proposal increases the Collateral Ceiling for LKSM/KBTC to 55,000 LKSM. This is the recommendation from the Interlay Team.

Reason this the ceiling should be increased:

• Give vault owners flexibility to increase their collateral when vault falls below threshold. As it is now the vault owners would hit a ceiling.
• Increase Liquid KSM / Liquid staking tokens exposure to Kintsugi vaults
