Runtime Upgrade 1.25.2 (hotfix)

Overrides the NextLaunchTimestamp to Mon Sep 11 2023 09:00:00 GMT+0000 and upgrades the runtime to fix a bug where NextLaunchTimestamp would be set far in the future.
