This proposal:

  • Changes the default voting threshold from negative to positive turnout bias. That means with low voter participation, we need overwhelming yay votes for a referendum to pass. With the negative turnout bias, we need to potentially motivate a lot of people to vote down a malicious referendum. With positive turnout bias, it’s sufficient to have less voters at a low quorum to reject a referendum. (GitHub issue)
  • Requires preimage submission before proposals can be made. This prevents proposals/referenda being voted on without actually knowing what the proposal is encoding. (GitHub issue)
