Interlay has proposed changes to the way referenda are passed in their system. They want to change the default voting threshold from negative to positive turnout bias. This means that with low voter participation, they need overwhelming yay votes for a referendum to pass. They also want to require preimage submission before proposals can be made. This prevents proposals/referenda being voted on without actually knowing what the proposal is encoding. The latest compatible clients release for this version is v1.20.0.
